
CVTD & BEAVER MOUNTAIN SKI BUS CHARTER SEASON 2009-2010
December 21, 2009 - Charter services provided by the Cache Valley Transit District, such as the Beaver Mountain charter bus, must meet Federal Transportation
Administration (FTA) regulations in order to provide the charter service. In an effort to prevent federal transit providers from competing with private charter
operators, the FTA restricts federally funded equipment to provide charter service when there is at least one such private operator willing and able to provide the
charter service.
According to the FTA code title 49, Part 604, a charter service recipient “must first determine if there are any private charter operators willing and
able to provide the charter service.” The FTA indicates the type of charter services that can be provided to the public by CVTD using FTA funded equipment.
When the Beaver Mountain Ski Bus charter service was sent out to bid, at least one private charter provider submitted a proposal. Consequently, and in order to remain
compliant to the FTA regulations CVTD cannot be the charter service provider like they have in years past.
CVTD General Manager Todd Beutler indicated, “We have really enjoyed working with Beaver Mountain and the partnership that has developed by providing ski bus
charter services. CVTD is restricted from and does not wish to compete with private charter service providers. This restriction is a good way to keep FTA providers from
competing on an unfair playing field. It protects the private businesses that want to compete amongst each other.”
